The Housing Authority of Clayton County (HACC) initially began providing emergency assistance to address the public health crisis that was devastating the world as we knew it.

As a response to the continuous financial hardships that many Clayton County residents are experiencing HACC Board of Commissioners authorized funds for an in-house program to assist with rent, mortgage, or utility payments. Due to the growing need and limited funds, the Emergency Assistance Program (EAP), is designed to serve as gap support and will only cover a 30-day window at this time.

We are not housing facilitators however, we seek to lessen the impact of economic disparity that may limit one's opportunity to have decent, safe, and sanitary housing. If you would like to apply for EAP, you will need to be aware of the following criteria:

  • Needs-base for prevention.  (We are not able to assist with security deposits, down payments, or the first month's rent, at this time)
  • Must reside in Clayton County.
  • Applicant must be the head of household and/or named on the proof of occupancy (see checklist)
  • Must be at or below 80% of the Area Median Income for your household size.
  • Payee (Landlord, Management Company, Mortgage Company, Utility Company) must certify a willingness to participate.
