Robert Payne, Vice Chair

Commissioner Robert Payne is a proud Clayton County native whose professional experience, community commitment, and deep understanding of local housing needs make him a strong asset to the Housing Authority of Clayton County. A graduate of Jonesboro High School, he continued his education at Middle Tennessee State University, where he strengthened his foundation in business, leadership, and organizational management-skills that now support his work in public service.

Throughout his career, Commissioner Payne has built multiple successful business ventures, reflecting his entrepreneurial drive and his ability to navigate complex economic environments. In his current role as a realtor with Keller Williams, he works closely with individuals and families seeking stable, attainable housing. His firsthand knowledge of real estate trends, property values, and community needs gives him a practical, informed perspective on the challenges and opportunities within Clayton County's housing landscape.

These experiences make him exceptionally well‑suited for service on the HACC Board and for his role as Vice Chair. His real estate background enhances the Board's ability to evaluate development opportunities and market conditions, while his business experience contributes to thoughtful budgeting, strategic planning, and responsible oversight.
